The Opportunity
Are you a strategic thinker with a passion for driving improvement and delivering high-impact service and advice? The Strategic Management Services Unit within the Ministry of Finance's Performance Management Advisory Branch is seeking a permanent Strategic Management Advisor to join our team.

Conducting research and analysis to inform decision-making.

Key Responsibilities
Reporting to the Director, Performance Management Advisory Branch, you will:

Build strong and collaborative relationships with strategic management leaders and practitioners across ministries, agencies and select Treasury Board Crowns within the Government of Saskatchewan to enhance planning, performance and improvement practices;

Lead, execute and contribute to branch projects that impact strategic management across Government of Saskatchewan;
-
Proactively deliver expert advice and exceptional client service in implementing the Government of Saskatchewan’s Accountability Framework, specifically the Planning and Accountability Management System (PAMS);

Actively research and adapt leading practices in strategic management for the Government of Saskatchewan context;
-
Create engaging, impactful and practical resources – from reports, guidance documents, tools, templates, web content and training materials that help others succeed;

Facilitate workshops and presentations both virtually and in-person, making complex concepts accessible and actionable to a wide array of audiences; and,
-
Support senior leadership by providing strategic advice and helping implement direction of the Director, Executive Director, and Assistant Deputy Minister senior decision makers.
About You
To be successful in this position, you will have a demonstrated ability to successfully and proactively support leaders and their teams through complex strategic management situations. As a seasoned and confident facilitator and presenter, you have a thoughtful and balanced approach that supports organizations and decision makers. You will have a demonstrated ability to work independently and with a team, delivering results, sometimes under tight timelines. Your professional approach includes taking initiative to perform research, exercising sound judgment in your analysis and effectively communicating your recommendations to senior officials. You apply project planning and management skills to ensure effective use of human resources and timely completion of deliverables. And, you have an understanding of financial management practices and the ability to analyze complex information and data to effectively support project work. Your strong written and verbal communication skills will be important in preparing reports, plans and frameworks and in working effectively with partners.
Qualifications

University degree in Commerce, Administration, Public Administration or a related field;

Postgraduate education in a related field is preferred;
-
Experience in strategic planning, monitoring, reporting, performance management practices and using Microsoft Excel are required; and,
-
Certifications in program review, project management, change management or other continuous improvement practices would be considered assets.
