**As the supervisor of special education, **

Oversee and coordinate all responsibilities related to special education.

Assure that all Allen Parish School Board special education activities conform to all applicable laws, regulations and guidelines governing the education of exceptional children.

Cooperate with the LDOE in establishing a special education program.
-
Serves as district liaison to the State Department of Education in all matters concerning special education.
-
Plan and lead a fall and spring meeting for all parent/caregivers focused special education.
-
Collaborate with Special Education Coordinator to plan and attend the Special Education Advisory Council meetings.
-
Collaborate with school leadership teams to ensure teachers and paraprofessionals have the resources, support, time and schedule needed for the planning and delivery of effective instruction for the education of exceptional children.
-
Collaborate with school leadership teams to ensure all students, including students with exceptionalities, receive on grade level instruction every day in inclusive classrooms, focusing on scaffolding supports.

Disseminates to all school leaders, counselors, student support specialist and special education teachers information concerning current practices and research within the field of special education
-
Advises district leaders and school leaders on the design, furnishings, equipment and/or location of new special education facilities.
-
Develops budget recommendations and provides expenditure control on established budgets for special education.
-
Evaluates the special education program and recommends deletions and additions as needed.
-
Collaborate with Supervisor of Personnel to make staffing determinations related to special education.
-
Monitors the total special education program and recommends corrective action to the appropriate authority when deficiencies are cited.
-
Receive recommendations from the Special Education Coordinator to reorganize or close Special Education classes as needed.
-
Maintain general supervisory authority over all Special Education, Pupil Appraisal and Nursing programs.
-
Evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district.
-
Collaborates and supports the Special Education Coordinator and Pupil Appraisal personnel on upcoming IEPs by sharing a monthly list of IEPs expiring and following up with team weekly to monitor progress.

Assure the appropriate placement of exceptional children.
-
Assure compliance with Child Search/Child Find regulations for individuals 3 � 21 years of age.
-
Recruit, recommend for employment, organize schedule, direct and supervise the activities of pupil appraisal personnel, district special education personnel, school nurses and speech therapists.
-
Observe, evaluate, coach and oversee Special Education Coordinator and nurses while working with them to reflect gains for students in assigned areas of responsibility.
-
Collaborate with and support Special Education Coordinator in the evaluation, support and coaching of pupil appraisal personnel, district-level special education employees, contracted service employees and speech therapist while working with them to reflect student gains for students in assigned areas of responsibility.

Assure the development of an Individual Educational Program for each student in special education program.
-
Maintain lists and individual folders of all referred, screened and eligible students for special programs as required.

Directs the implementation of IDEA and Louisiana Revised Statutes and assures compliance thereto
-
Prepare and administer special education fund budgets and activities.
-
Directs the writing of annual LEA plans for federal and state programs implementing IDEA and Louisiana Revised statutes pertaining thereto
-
Prepare and submit forms for reimbursement of funds.

Coordinate school-based Medicaid.
-
Oversee Medicaid administration and Medicaid billing
-
Serve as a district contact for Special Education and School-based Medicaid.
-
Monitor compliance with all school-based Medicaid and Special Education program requirements and recommend corrective action to the Superintendent where noncompliance is found.

Prepare and submit all reports, documents, forms and other required information to the proper authority accurately and on time.
-
Receives parental complaints and/or grievances that are filed, if they are not resolved on the school level, follows policy to investigate and provides follow-up to resolve the complaints and/or grievances.

Monitor the effectiveness of special education programs by analyzing student data and conducting classroom visits.
-
Collaborate with Special Education Coordinator and Pupil Appraisal personnel to plan and deliver professional development related to special education for school leaders and counselors.
-
Collaborate with Special Education Coordinator and Pupil Appraisal personnel to plan and deliver professional development for teachers and paraprofessionals related to special education.
-
Assure that new special education classes are established in accordance with applicable regulations and procedures.
-
Receive and process requests for homebound instruction.
-
Collaborate with Child Welfare and Attendance Supervisor to plan and provide services for virtual students and students assigned to the alternative school.
-
Coordinate transportation of special education students with the Supervisor of Transportation.
-
Collaborate with Child Welfare and Attendance Supervisor, school leaders and teachers in discipline involving exceptional children to assure compliance with applicable laws, policies, regulations and guidelines.

Coordinate activities of school nurses.
-
Oversee AEDs in schools and on buses.
-
Assure that Allen Parish School Board activities conform to all applicable laws regarding equal access for people with disabilities related to Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act (ADA).
-
Collaborate with Special Education Coordinator and Pupil Appraisal personnel to establish and implement Section 504 procedures for the purpose of ensuring that accommodations/ modifications and essential services outlined on each student's Individual Accommodation Plan (IAP) are provided.
-
Coordinate the implementation and monitoring of Gifted and Talented services for the district, and appoint a designee to conduct one observation on each gifted teacher.
-
Collaborate with the Child Welfare and Attendance Supervisor, school leaders, counselors and student support specialist in all matters related to threat assessments.
-
Assists in the supervision of the Extended School Year Program and LEAP Summer Remediation Program.
-
Assure that Pupil Appraisal personnel follow the procedures for conducting educational evaluations and determining eligibility as established in Bulletin 1508.
-
Coordinate the process for Act 696 Behavioral Health Providers to deliver services to students within district schools and Allen Parish School Board Policy JCGF.
-
Inform superintendent or other administration of the effects of current and impending legislation.
-
Conduct Pupil Appraisal staffing weekly.
-
Collaborate with supervisors on the development of the district instructional focus, alignment of efforts, master teacher expectations related to district focus and content areas and other instructional expectations that support the directives of the Superintendent and School Board.

Collaborate with Instructional Support Supervisor, CTE Supervisor and Special Education Coordinator to plan and attend transcript audits.
-
Collaborate with school leadership teams to ensure all students, including students with disabilities, receive on grade-level instruction every day in inclusive classrooms, focusing on instructional scaffolding.

Collaborate with Curriculum and Instructional Support Supervisor, Instructional Support Supervisor, Literacy Innovation Coordinator, and Special Education Coordinator to plan and provide professional development for master teachers aligned to all content areas and the district's instructional focus.

Collaborate with the Curriculum and Instructional Support Supervisor, Instructional Support Supervisor, Federal Director, Special Education Coordinator and Literacy Innovation Coordinator to establish instructional minute requirements, provide feedback on schedules and support administrators and counselors in the development of their school schedule.

Engage in learning walks and walk throughs at schools throughout the district.
