**Job Description: **
Purpose
Тhe Project Manager EPCM (Engineering, Procurement and Construction Management), leads the end‑to‑end delivery of complex engineering projects, ensuring safe, efficient, and high‑quality execution in alignment with business objectives and Shell’s project delivery standards. The role ensures technical integrity, effective stakeholder management, and compliance with HSSE, regulatory, and engineering requirements throughout the full project lifecycle—from concept to commissioning and handover.
Key Responsibilities:
HSSE & Compliance

Ensure compliance with Shell’s HSSE policies and Life-Saving Rules and demonstrate visible safety leadership

Promote a proactive safety culture within project teams and contractors.

Ensure all project activities meet regulatory, environmental, and industry standards.
Project Planning & Execution
-
Develop and maintain comprehensive project execution plans, schedules, cost estimates, resource plans, and risk registers.

Lead projects through all stages: concept, front-end development, detailed engineering, procurement, construction, commissioning, and handover.

Coordinate interfaces across engineering disciplines to ensure timely and accurate delivery of technical solutions.
Engineering Management
-
Ensure technical integrity of engineering deliverables through rigorous review, verification, and adherence to Shell standards.

Manage engineering contractors and ensure engineering design aligns with project scope and performance requirements.

Ensure that engineering decisions support operability, maintainability, reliability, and lifecycle value.
Stakeholder & Contractor Management
-
Engage internal stakeholders (TMs, NFR, Finance, HSSE, etc.) to ensure alignment and timely decisions.

Manage contractors and vendors—monitor HSSE standards, performance, quality, and adherence to contractual obligations.

Facilitate technical and project reviews, including HSSE, Hazard Studies, Design Reviews, and Assurance Gates.
Financial & Performance Management
-
Manage project budgets, forecasts, and cost controls to deliver within approved IP.

Track and report progress, performance metrics, and deviations to leadership.

Implement corrective actions to address delays, scope changes, or cost pressures.
Quality, Change & Risk Management
-
Ensure deliverables comply with quality requirements and engineering standards.

Implement structured change management processes to control scope variations.

Proactively identify project risks and develop mitigation and contingency plans.
Continuous Improvement & Knowledge Sharing

Capture lessons learned and embed continuous improvement practices in project execution.

Promote innovation, digital tools, and best practices to enhance engineering and project performance.
Accountabilities:

Deliver assigned engineering projects on time, within budget, and at required quality and HSSE standards.

Ensure full compliance with Shell’s HSSE, regulatory, and engineering requirements.

Maintain technical integrity throughout the project lifecycle.

Ensure effective stakeholder communication and governance reporting.

Lead successful risk management, change control, and quality assurance processes.

Deliver accurate project documentation and handover packages to operations.

Achieve contractor performance targets and ensure high engineering quality.

Drive continuous improvement and ensure effective application of lessons learned.
Qualifications, Experience & Skills required
Education & Certifications
-
Bachelor’s degree in Engineering (Mechanical, Electrical, Civil, Chemical, or related).
-
Project Management certification (PMP, Prince2, APM, IPMA) preferred.
-
Additional training in HSSE or Engineering Assurance is an advantage.
Experience
-
5+ years of engineering and/or project management experience in energy, oil & gas, petrochemicals, utilities, or similar sectors.

Demonstrated experience delivering multidiscipline engineering projects.
-
Strong track record in managing contractors, budgets, and technical deliverables.
Technical & Professional Skills
-
Strong knowledge of engineering processes, project delivery frameworks, and technical assurance.
-
Experience with project controls (scheduling, cost management, risk).

Familiarity with industry standards (API, ASME, IEC, ISO, etc.).
-
Proficiency in project management tools (MS Project, Primavera, SAP PS, etc.).
