Purpose & Accountabilities:
Purpose
The Engineering Manager is a critical, field based leadership position leading all construction,聽 maintenance and equipment related topics on the company owned sites.
Responsible for the overall efficient CAPEX program delivery, efficient projects and stakeholder management as well as for the overall maintenance of the sites, with a clear focus on HSSE compliance and driving structural cost reduction, construction quality, continuous improvement and ensuring an overall synergy of the end to end programs delivery, through own team for EPCM part and L2 partner for Facility management and maintenance.

Accountable for leading Network Engineering and Site maintenance agenda in market:

Managing all:
-
(EPCM) Engineering, Procurement and Construction Management activities through dedicated own Shell team
-
(FM) Site maintenance activities through Facility Management Company (FMC), both in supporting Retail business strategy and priorities

Lead HSSE agenda from Network perspective
-
Prepare, Supervise and Manage annual OPEX and CAPEX budgets including efficient spending
-
Ensure all CAPEX projects are managed properly including:
-
Design phase is based on industry standards and meets Shell HSSE requirements
-
Procurement phase is done in a cost-conscious way with competition among potential vendors聽
-
Site construction activities are strictly monitored
-
Commissioning procedures and handovers are properly executed and documented聽聽聽聽聽
-
Create and maintain relationships with L2 partner for Facility management activities

Ensure all OPEX maintenance activities are led by L2 partner with high quality, on time, within the budget
-
Deliver value improvements generated by FMC/EPCM through procurement, benchmarking, demand management and innovation.聽

Assure global practices and GIDS, RBSAM standards are implemented in the local market effectively.聽聽
**Responsibilities **
-
Proactively drives the performance of the CAPEX projects and OPEX program delivery through the In-house team and FMC to agreed outcomes, meeting HSSE standards, Global Design Standards, customer needs and Retail business objectives.

Implement construction projects and programs in the Market through In-house team.
-
Implement market specific maintenance strategies through FM via Fit for Purpose Maintenance, Predictive and Planned Maintenance Strategy, Multi Year Plans etc.
-
Proactively drive Technical innovation, structural changes and continuous improvement in the market and share best practices with the Global and Regional Engineering teams
-
Develop and manage key stakeholder relationships with local functions including Network, Real Estate, Sales & Ops, and other external third parties and proactively communicate with them in order to deliver the capex projects and programs in an integrated way and drive E2E value and reduction in Total Cost of Ownership.

Drive for timely resolution of issues and build appropriate urgency.

Manage the day-to-day frontline activities of the In-house team including management of CAPEX budget in close alignment with various stakeholders (RE, Marketing, Sales, L2 etc.)

Lead, support, coach and develop the team to deliver strong performance and grow their competences and skills
Accountabilities

Lead and drive HSSE mindset and compliance such as Goal Zero, Global Control Framework, Safety Passport and LSRs within the L3 contractors and FMC
-
Support FMC to develop and implement HSSE plans and programs
-
Participate in Business Review meetings with EPCM/FM team to review the project/program delivery including spend, milestones, HSSE performance and other agreed KPIs and agree action plans to improve project/program delivery performance.

Identify systemic issues and agree action plans.
-
Ensure timely project performance reporting and keep leadership informed about budget spending and timing
-
Escalate unresolved and systemic issues if necessary.
-
Provide input and support to quarterly performance reviews with Contract management team.
-
Support EPCM/FM CAPEX and OPEX T&R and MYP planning and timely reporting of the budget performance metrics for market
-
Provide a cohesive and integrated annual Construction program to EPCM/FM including high level scope and timeline
-
Drive EPCM/FM to deliver value improvement targets through innovation, Root cause Analysis (RCA), Total Cost of Ownership (TCO) initiatives amongst other levers.

Drive EPCM/FM for continuous improvement including E2E Cycle Time Reduction, cost effectiveness and management without compromising safety and construction quality.

Ensure delivery of assurance process, budget management, savings and value improvement targets and interface process between EPCM and FM and other stakeholders.

Sign off critical Control Hold points as Technical Authority Level 3 Business Control for DCAF relevant activities in the market.

Manage interface with key stakeholders in other Network functions, Sales & Ops, Marketing and EPCM/FM team to ensure the cross-business priorities are integrated into Engineering priorities.

Accountable for the compliance of documentation and license related to all construction activities in the market.

Accountable for Structural Cost Reduction in Engineering function.

Support/Drive the competitive commerciality of L2 L3 L4.

Highlight commercial challenges & support C&P (internal & L2) to search for solutions.

Actively Share Practices Worth Replicating

Drive Product loss and contamination investigation processes in the market.
Special Challenges
-
Due to moving EPCM operation from L2 to In-house a new organization will be sourced. The incumbent is required to build team and at the same time to start operation from day 1, to meet CAPEX program of the year.

New FMC is under onboarding process and needs high level of attention to establish smooth operation with the sites.
-
Shell archive needs to be professionally transferred from CBRE into Shell premises including paper and digital documents
-
Responsible for HSSE compliance. Ensures all CEI Checklists are done with high quality and high attention on prevention.

Meet regulatory and Shell policy and Global Design Standards requirements
-
As a Company Site Representative (CSR) from Contract Management Perspective, accountable for managing all operational aspects of the contract in the market.

Manages day-to-day activities/progress against budget discussing and agreeing changes with Contractor, where needed.
Experience and Qualifications required

Proven track record of strong e2e process management聽

Ability to strongly influence wide range of internal and external stakeholders and deliver through them聽quickly and effectively

Strong communication, negotiation and engagement skills, being able to constructively bring together conflicting priorities and views

Solution focused, comfortable with uncertainty and a can-do approach

Experience in Budget management & Cost Management

Commercial mindset and effective performance management experience

Strong team leadership skills

Fluency in Bulgarian

Ability to communicate in English effectively

Focus on developing (process, design, etc.) solutions that are fit for purpose for market, whilst being very commercially savvy, compliant with Shell鈥檚 HSSE control frameworks and improve HSSE performance

Relevant working experience, preferably of Retail operations and/or Programme (or multiple Project) Management
-
Previous experience of HSSE delivery and a strong CI track record
-
Understanding of KPIs, performance management and similar C&P competence is also an advantage
-
A minimum of bachelor鈥檚 degree qualification or equivalent (Technical/Engineering education will be advantage).
